Samuel Wyly Files for Bankruptcy After Civil Fraud Judgment Texas entrepreneur Samuel E. Wyly filed for Chapter 11 bankruptcy protection on Sunday, weeks after a judge ordered him to pay several hundred million dollars in a civil fraud case. Last month, a federal judge ordered Mr. Wyly , of Dallas, and the estate of his deceased brother to pay more than $300 million in sanctions after they were found guilty of committing civil fraud to hide stock sales and nab millions of dollars in profits.
